Clay County bulk trash and junk disposal rules (Orange Park & Middleburg)

Short answer

Clay County residents have three realistic ways to get rid of bulk junk: set eligible items at the curb for scheduled bulk collection, haul it yourself to the Rosemary Hill Solid Waste Facility in Green Cove Springs or a county convenience center, or hire a hauler. Paint, fuel, propane tanks, pesticides, tires, car batteries and electronics are never accepted in a normal load and must go through household hazardous waste or e-waste routes.

We're based in Middleburg and run Clay County every day, so this is the question we field most often from Orange Park, Fleming Island and Oakleaf: what can I actually put at the curb, and what do I have to deal with myself? Here's the honest version.

Option 1 — Curbside bulk collection

Residential trash service in Clay County includes scheduled collection for bulk items like furniture, mattresses and small quantities of yard debris. The catch is that eligibility, item limits, bundling requirements and your collection day all depend on your address and your hauler — Clay County contracts residential collection out, so the rules in Oakleaf are not automatically the rules in Middleburg.

Confirm your collection day and item limit with the county or your hauler before you drag anything out. A pile that exceeds the limit or contains a banned item doesn't get partially collected — it gets left, and it sits at your curb until the next cycle.

  • Set items out the evening before, not days early
  • Keep the pile off the sidewalk, storm drain and mailbox approach
  • Bundle and cut yard debris to the required lengths
  • Wrap mattresses in plastic — an afternoon storm doubles the weight and can get it refused
  • Construction and remodeling debris is generally not eligible for residential bulk pickup

Option 2 — Haul it yourself to Rosemary Hill

Clay County's main disposal site is the Rosemary Hill Solid Waste Facility in Green Cove Springs, and the county also operates convenience centers for residential drop-off. You'll need a truck or trailer, straps, a second set of hands, and a tarp — Florida law requires loads to be covered, and an unsecured load is both a ticket and a genuine hazard.

Check current hours, residential rates and the accepted-items list before you load. Scale fees and proof-of-residency requirements change, and a rejected trailer means you've spent an afternoon to bring everything home again.

What Clay County will not take in a normal load

These items have separate routes everywhere in Florida, and putting them in a mixed load is what gets a whole trailer turned away:

  • Paint, stains, solvents and pool chemicals
  • Gasoline, motor oil, antifreeze and propane tanks
  • Pesticides, herbicides and fertilizer
  • Car and marine batteries
  • Tires
  • Televisions, monitors and computers (e-waste)
  • Refrigerant-containing appliances without proper handling
  • Medical sharps and prescription medications

Option 3 — Have it hauled

Hiring a crew makes sense when the item is upstairs or behind a fence, when you're on a deadline like a closing or a lease end, when the volume is more than one trailer, when the load contains a mix of banned and accepted items that has to be split, or when you simply don't own a truck. We come inside, do the lifting, sort donation and scrap out at the truck, and the disposal fee is already inside the flat quote — you never stop at a scale house.

Yard debris and storm season

Vegetative debris is treated differently from household junk, and after a named storm Clay County typically stands up a separate right-of-way debris collection with its own rules and window. Those change with each event, so check the county's current guidance rather than assuming last year's process. What storm collection generally will not take is the household side of the damage — soaked carpet and padding, ruined drywall, water-damaged furniture, a flooded refrigerator. Near Black Creek that's the bulk of what we haul, and it needs to move fast before mold sets in.
